Center for Language Engineering (CLE) released "CLE Urdu Keyboard for Android based Devices" on Google Play. It is compatible with Android 4.0 and above. It consists of four layers, two for Urdu characters and two for symbols. It is quite simple to use. Install and enable it through (Settings -> Language and Input -> CLE Urdu Keyboard).
